Filipino-Canadian woman who scammed dozens of foreign workers is still allowed to operate

A CBC News investigation has found an Ontario woman, Jeanett Moskito, was caught 35 times for illegally taking payments from dozens of foreign workers in exchange for finding them jobs but is still open for business.
