Now the city’s Metro Transit Authority is looking to spend a further billion dollars on a whole new raft of measures to help fight flooding from tropical storms and from heavy rainfall.

WSJ spoke with an MTA engineer to see how the city is looking to improve subway flooding to keep some four million daily NYC subway riders moving.
